DS3 is led by a multidisciplinary team with experience across design, manufacturing, construction, technology, operations, finance, and delivery in complex environments.

While many of our team members have worked closely with humanitarian, development, and government partners, our collective experience also spans sectors beyond traditional aid. This breadth brings additional perspectives to how shelter, infrastructure, and systems are designed, built, and sustained over time.

Our approach is not about replacing existing practices. It is about contributing practical, delivery-focused capability that complements the work of partners and strengthens outcomes in the field.

Supports communications, stakeholder engagement, and external alignment across DS3’s work.

East Africa

DS3 is establishing expanded regional capability in East Africa to support partners working in displacement, recovery, and climate-exposed contexts. Regional leadership appointments will be announced in due course.

Operations & Delivery

Andy Xu
Operations, IT, Logistics & Project Delivery. Supports system deployment, logistics coordination, IT infrastructure and delivery oversight across DS3 operations.

Mary Yang
Logistics & Deployment. Leads deployment planning, logistics coordination and on-the-ground delivery support across multiple contexts.

Jerry Carul
Head of Emergency Deployment. Leads rapid deployment and field coordination in emergency and high-pressure response environments, supporting partners during early response and critical transition phases.
