Citadel+ — Technical Note (Overview)

Modular, compliant housing and infrastructure systems for rapid delivery and long-term use

1. Overview

Citadel+ is a modular building system designed to deliver high-quality, compliant housing and community infrastructure at speed, without compromising durability, safety, or environmental performance.

Developed as a natural extension of the Sentinel+ structural system, Citadel+ applies the same modular logic — shared frames, interchangeable components, and system-wide compatibility — to permanent and semi-permanent buildings, including single- and multi-storey applications.

Citadel+ is not speculative. Core designs are complete and selected configurations have already achieved approval under Australian and U.S. building standards, with the system ready to be adapted to local compliance requirements in new markets.

2. Intended Applications

Citadel+ is designed for contexts where conventional construction methods are too slow, too costly, or too labour-intensive to meet demand.

Typical applications include:
  • Permanent and semi-permanent housing (single, duplex, townhouse and low-rise apartment forms)
  • Regional and rural housing where skilled labour availability is limited
  • Post-disaster and recovery-phase housing
  • Workforce accommodation (health, education, essential services)
  • Community buildings and mixed-use developments
  • Extensions and additions to existing dwellings
Citadel+ can also be deployed alongside Sentinel+ in hybrid configurations, supporting phased transitions from displacement or temporary accommodation into stable housing without resetting systems or communities.

3. System Design and Construction Logic

Citadel+ is based on a modular Grid and Tile architecture, allowing buildings to be configured, extended, or adapted without redesigning the entire structure. Key characteristics:
  • Modular structural frame suitable for one-, two- and three-storey buildings
  • Configurable wall, floor, roof and service panels
  • Compatibility with locally sourced façade materials and finishes
  • Multiple delivery modes, from component kits to high levels of prefabrication
This flexibility allows project teams to balance:
  • ransport volume vs. speed of construction
  • local labour capacity vs. off-site fabrication
  • cost, logistics, and regulatory constraints

4. Performance and Standards

Citadel+ is designed to meet stringent international building and safety standards, including:
  • Structural performance for cyclonic, typhoon and high-wind regions
  • Seismic resilience for earthquake-prone areas<
  • Thermal performance for extreme heat and cold
  • Long-term durability with a design life of 70+ years
Disability access is built into all base designs, with layouts intended to support:
  • step-free access
  • adaptable internal circulation
  • future certification pathways, including NDIS equivalence where applicable
Environmental performance is integral rather than optional:
  • triple-glazed windows as standard
  • high-performance building envelope
  • readiness for on-site renewable energy systems
  • reduced material waste and construction emissions compared to conventional builds

5. Speed, Cost and Labour Efficiency

Citadel+ is designed to address one of the most persistent constraints in housing delivery: time and labour availability. Indicative performance (subject to configuration and local conditions):
  • 90 m² dwelling:
7–10 days to lock-up after foundations
  • 150 m² dwelling:
    14–20 days to lock-up
The system is optimised for:
  • small, well-structured crews
  • a single qualified supervisor with 6–7 apprentices or trainees
  • reduced on-site trade congestion
  • shorter construction windows and less disruption to surrounding communities

Across multiple contexts, Citadel+ targets 20–40% cost reductions compared to equivalent conventional builds, while delivering higher consistency and compliance certainty.

6. Localisation and Skills Development

Citadel+ is designed to promote:
  • regional manufacturing where feasible
  • local assembly and finishing
  • training and apprenticeship pathways
  • long-term maintenance capability within communities

By reducing reliance on highly specialised trades and long build times, the system supports workforce development while accelerating housing delivery in areas where traditional methods have become unviable.

7. Positioning and Scope

Citadel+ sits outside immediate emergency shelter, but directly supports:
  • recovery
  • stabilisation
  • repatriation and resettlement
  • long-term housing supply

It is particularly suited to regions where prolonged displacement, housing shortages, or labour constraints are limiting social and economic recovery.

Citadel+ is not container housing.
It is a fully engineered building system designed to meet permanent housing standards.

8. Status

Citadel+ is ready for deployment, subject to:
  • local regulatory approval
  • site-specific engineering
  • adaptation to jurisdictional planning requirements

DS3 works collaboratively with governments, housing authorities, developers and partners to tailor Citadel+ to local context, rather than imposing a fixed model.

Citadel+ reflects DS3’s broader approach:
systems that reduce repetition, improve outcomes over time, and make better use of resources — human, financial and environmental.

Confidence for donors. Clarity for partners. Dignity for communities.
