Citadel+

Citadel+

Longer-term housing and infrastructure systems for recovery, repatriation, and community stability.

Citadel+ is a modular building system designed to deliver high-quality, durable housing and community infrastructure in contexts where speed, compliance and long-term performance all matter.

It extends the same structural logic used in DS3’s Sentinel+ system into multi-storey and permanent-build applications, supporting the transition from temporary accommodation to long-term, self-sufficient living. Citadel+ is design-ready and deployment-ready, subject to local compliance and regulatory approval.

What Citadel+ is designed for

Citadel+ supports a wide range of residential and community applications, including:
  • single-family homes
  • multi-unit dwellings and low-rise apartments
  • extensions to existing buildings
  • community and service infrastructure
It is suitable for use in recovery, repatriation, workforce housing, and regional or remote housing contexts where conventional construction methods struggle to meet demand, cost or timelines.

A compliance-led system

Citadel+ has been developed to meet stringent building and accessibility standards. Selected designs have already been approved for use under Australian and United States building codes, with all configurations incorporating:
  • disability access as a baseline design requirement
  • compliance pathways aligned to national and regional regulations
  • a design intent consistent with NDIS accessibility principles and equivalent international standards
Local compliance and planning approvals are addressed in partnership with authorities and delivery partners, with the system designed to adapt to jurisdictional requirements rather than override them.

Performance, durability, and lifecycle

Citadel+ buildings are designed for a minimum 70-year design life. Key performance characteristics include:
  • high structural resilience for cyclonic, typhoon, seismic and extreme-climate regions
  • triple-glazed windows as standard
  • high-performance wall, roof and insulation systems
  • reduced thermal load and operational energy demand
  • internal fit-outs designed for durability, repair and upgrade
Environmental performance is achieved through longevity, material efficiency, and reduced construction disruption, rather than offsets or claims.

Speed without compromise

Citadel+ is designed to significantly reduce build time once foundations are in place. Indicative timelines (subject to configuration and local conditions):
  • ~7–10 days to lock-up for a 90 m² dwelling
  • ~14–20 days to lock-up for a 150 m² dwelling
Build speed is achieved through system design and sequencing, not by lowering quality or compliance standards.

Flexible delivery models

Citadel+ can be supplied at varying levels of prefabrication:
  • component-based kits for maximum shipping efficiency
  • partially prefabricated systems for balanced speed and logistics
  • higher pre-assembly levels where rapid delivery is required
Local materials can be incorporated for facades and internal finishes, allowing buildings to reflect regional context, culture and planning requirements.

Labour efficiency and local capability

Citadel+ is designed to make efficient use of labour while supporting skills development. Typical builds can be delivered with:
  • one experienced supervisor
  • six to seven apprentices or locally trained workers
This approach reduces reliance on scarce qualified trades, shortens construction timelines, and supports local employment, training, and apprenticeship pathways.

Beyond housing

While Citadel+ is primarily a housing system, its structural logic allows it to be applied across a range of community needs, including:
  • mixed-use developments
  • service and workforce accommodation
  • education, health, and community facilities
Hybrid Sentinel+ / Citadel+ configurations are possible, allowing settlements to evolve without creating isolated or enclave-style housing patterns.

Position within the DS3 system

Citadel+ is not a standalone product. It forms part of the broader DS3 system, connecting:
  • emergency and transitional infrastructure (Sentinel+)
  • long-term housing and recovery (Citadel+)
  • supporting capabilities, energy systems, and digital tools
This continuity reduces reset cycles and supports communities as conditions stabilise and needs change.

Current status

Citadel+ is not speculative. The system is design-ready and available for implementation, subject to local planning, compliance, and regulatory processes. DS3 works with partners, authorities, and communities to ensure appropriate adaptation to context, standards, and long-term needs.

Citadel+ has been developed using the same system logic as Sentinel+, allowing continuity from temporary infrastructure to long-term housing without resetting platforms, skills or supply chains.
