The Digital Layer

Digital Support

Lightweight digital tools designed to support physical systems and real-world delivery.

DS3’s digital tools are designed to extend the usefulness, accountability, and stewardship of physical shelter and infrastructure — not to replace human judgement, local leadership, or existing systems.
They are optional, modular, and designed for use in low-connectivity, high-complexity environments.

Purpose and approach

DS3 digital tools exist to support:
  • visibility of assets and conditions
  • coordination and maintenance over time
  • participation where appropriate
  • learning and accountability
They can be used individually or together, depending on context, capacity, and operational priorities — just like DS3’s physical systems.

Command

Operational visibility, grounded in field reality.

Command is a field-facing tool that supports situational awareness, preparedness, and maintenance across DS3 sites. It is designed to help teams understand what is happening on the ground and respond early to emerging risks. Common uses include:
  • asset mapping and condition tracking
  • maintenance workflows and inspections
  • weather and hazard alerts
  • simple operational dashboards for agencies or municipalities
Command supports a shared, practical picture of site conditions over time.

CommUnityOS

Participation and coordination, designed for real-world use.

CommUnityOS supports community coordination and communication using visual, low-literacy-friendly interfaces. It is designed to support local organisation where appropriate, without replacing existing leadership structures or decision-making processes. Common uses include:
  • household access and service information
  • community roles, groups, and schedules
  • issue reporting and feedback
  • safety and information messaging
CommUnityOS is used to support day-to-day coordination, not to manage communities.

SEEDS

Learning and participation pathways.

SEEDS supports learning, skills development, and contribution across different age groups in displacement and recovery contexts. It focuses on practical, adaptable pathways rather than fixed programmes. Common uses include:
  • literacy, vocational, and life-skills learning
  • youth engagement and digital skills
  • small-scale livelihood activities
  • surveys, storytelling, and cultural expression
SEEDS is used selectively, based on context and partner priorities.

ImpactOS

Visibility of effort and outcomes.

ImpactOS aggregates non-sensitive data from DS3 systems and tools to support learning, accountability, and reporting. It is designed to help partners understand what is working, where adaptations are needed, and how resources are being used over time. Common uses include:
  • SDG-linked indicators
  • localisation and participation metrics
  • climate adaptation and environmental performance
  • verification of repairs, training, and service delivery
ImpactOS supports shared understanding rather than compliance-driven reporting.

Designed for real-world conditions

All DS3 digital tools are:
  • simple and intuitive to use
  • designed for low-connectivity environments
  • safe by design, with protection considerations built in
  • developed in consultation with field teams and specialists
They are tools — not platforms — intended to support people, not manage them.

From physical systems to informed stewardship

Together, these tools support:
  • better visibility of physical assets
  • informed maintenance and adaptation
  • appropriate participation
  • clearer accountability over time
Always in service of real-world delivery.

Confidence for donors. Clarity for partners. Dignity for communities.
